And each year, the U.S. ranks dead last.
Despite spending far more on healthcare than other countries, Americans are living shorter, sicker lives.
For years, Oregon was held up as the national proof-point that a new kind of Medicaid system was possible. And for a while, that was true. Programs were built that showed what happens when you redesign care around people instead of billing codes, when you pay for possibility instead of procedure volume, when you treat providers as innovators instead of cost centers.
Those models worked. They reduced costs, expanded access, and proved that transformation is not a myth — it is a function of design, incentives, and will.
But while the models advanced, the system didn’t.
Instead of scaling what worked, the healthcare bureaucracy retreated into a culture of planning without action, innovation without risk, and leadership without imagination.
Committees multiplied. Contracts hardened. The urgency to protect the system overtook the mandate to improve it.
And so here we are:
A healthcare economy spending trillions to manage decline, while the tools, talent, and technology to build something radically better already exist.

Meet the Founder

Jamal Furqan
Founder & Principal Consultant
Jamal is a health systems architect and execution strategist who has spent more than a decade and a half designing and implementing some of the most successful healthcare, health IT, and payment models in the country. His work has shaped Oregon’s healthcare landscape, influenced national policy, and proven that real transformation doesn’t come from theory or PowerPoints — it comes from sitting knee-to-knee with frontline staff and iterating upon operating models that work in the real world.
At the Oregon Health Authority, Jamal helped lead the design and launch of the Patient-Centered Primary Care Home program, which saved the state $240 million in its first three years while strengthening prevention-focused primary care delivery statewide. He then partnered with the Oregon Primary Care Association to lead the Advanced Payment and Care Model, the nation’s first successful APM for FQHCs, generating $17 million in Medicaid cost savings while giving clinics the financial flexibility to hire behavioral health providers, nutrition staff, care coordinators, and team-based supports without billing complexity.
He went on to co-design the nation's first 100% FMAP Tribal care coordination reinvestment program, restoring Medicaid dollars directly to Tribal health systems, and helped position Oregon as one of the first states approved for the full federal CCBHC demonstration — now a national model for behavioral health financing.
Jamal later expanded his work nationally as a consultant, helping Medicaid agencies, health information exchange organizations, and statewide HIT partnerships secure tens of millions in federal funding, modernize data and payment infrastructure, and build care models that aligned clinical workflows with policy intent. He then served as Director of Client Relations at Bamboo Health, a major health technology company, leading its state government strategy with more than 25 state agency clients.
Most recently, he returned to Oregon to lead provider-level innovation inside Oregon's coordinated care model. Working directly with clinics, hospitals, public health, and community partners, he saw the same pattern he'd heard from health leaders across the U.S.: the system wasn't built for them to succeed. Lower rates, growing administrative burden, inaccessible care, and no clear path to sustainability. All while "transformation" was reduced to meetings, messaging, and compliance checklists.
Jamal founded Torchlight as the response. A vehicle for leaders ready to build what’s next instead of protecting what exists.
